manage on its own or subsidize charitable and social security works and institutions with particular regard to the Canton of Ticino, as well as favor higher education and the apprenticeship of deserving young people from Ticino or residing there and subsidize initiatives and works of a cultural nature, always in the Canton of Ticino. It does not pursue profit-making purposes. Subordinately, the Foundation may intervene in favor of social security institutions which, although not based there, operate in Ticino in favor of natural or legal persons in this Canton; however, these entities must have their headquarters in Switzerland
